Affordable Housing Marketing and Monitoring Services

In 2017, MGNY Consulting was approved as Marketing Agent by NYC HPD. We take this responsibility very seriously. Some of the tasks we undertake are listed below:

  • Preparation of the Notice of Intent to Begin Marketing, including selection of affordable unit mix and proper rents for income-restricted units
  • Preparation and submission of the Marketing Plan to HPD
  • Participation in all required HPD marketing meetings
  • Creation of advertisement for affordable units (including but not limited to placement of newspaper advertisements, notifying community organizations and disability organizations of available affordable and market rate units)
  • Receipt and logging all requests for paper applications
  • Maintaining proper documentation of marketing process to demonstrate compliance with the HPD guidelines, 421-a(16) Law and HPD Marketing Handbook
  • Selecting and registering the P.O. Box or Postal Caller Service for paper applications
  • Data entry of all paper retrieved from P.O. Box and integrating same with the Housing Connect applicants
  • Maintaining project log and reviewing the applicants
  • Maintaining the Language Access Plan, which allows applicants to receive communication in nine languages
  • Evaluating applications for eligibility in lottery order based on detailed Tenant Selection Plan as approved by HPD
  • Scheduling and conducting interviews with apparently eligible applicants to confirm eligibility by household composition, income range and asset limitations
  • Complying with the required disability set-asides and preferences
  • Complying with the required community board set-asides and preferences
  • Income and asset verification of apparently eligible applicants
  • Administering of background checks, including criminal history and credit check
  • Sending mail or email correspondence to housing applicants advising application status and reasons for ineligibility or rejection
  • Sending tenant information to HPD for approval and providing project log updates on leasing process as required
  • Sending approval letters to households approved by HPD after asset and income certification
  • Scheduling walk-through and lease signing for approved households in coordination with the developer or managing agent
  • Maintenance of waiting list of apparently eligible applicants to fill potential affordable unit vacancies, as required by HPD
